Defreestville Fire Dept. Report
Despite recent snow, Spring is here and so is April! The Defreestville Fire Department (DFD) has remained active in all facets of our mission and we report to you.
To start, from the whole DFD family, we extended our deepest gratitude and appreciation to all of the partner agencies, organizations, and individuals who supported us as we said goodbye to former Chief Ray Swart with his recent passing. The outpouring of support for us and Chief Swart’s family greatly helped during this challenging period.
To add one more recognition, we adjourned our regular monthly meeting in honor of Past Chief Swart.
Next, in March 2019, the DFD responded to a total of 58 calls, including two structure fires. That brought our current overall total to 162 calls, year-to-date.
As a reminder, there is a “burn ban” in effect through May 14th for brush, leaves, etc. Furthermore, the NYS DEC recommends recycling all appropriate materials and emphasizes that all burning of household trash is prohibited statewide in all cases.
DFD is prepared to respond to fires of all kinds, including brush fires. However, we continue recruiting individuals prepared to join us in the mission of keeping the North Greenbush community, in partnership with the Wynantskill Fire Department, safe from these scenarios.

Rensselaer County Legislature April highlights
The following are highlights of the April meeting:
Health: For over a year, the Minority Legislators have been diligent in informing the public and elected officials on the importance of raising the age to purchase tobacco products. We have made this issue an important conversation in Rensselaer County and beyond. We repeatedly sponsored legislation to raise the age in Rensselaer County only to be defeated along party lines. The Democratic Minority Legislators are proud to see that Albany was listening and took the steps necessary to address this obvious initiative to lessen the growing numbers of addiction among our youth. We are grateful to see that the Assembly and Senate understand the significance of this passage and in a bipartisan effort overwhelmingly supported our cause.
Environment: Another important cause of the Minority Legislators for years has been the ban of single use plastic bags. Once again, we failed to get the support of the Republican Majority and our efforts were defeated along party lines. Future generations and our planet deserve better and we are happy to see the NYS legislature taking a step in reducing harmful waste from our landfills, highways, waterways, and beautiful green spaces.
The Justice Center of Albany Law School attended our Public Forum and delivered an informative presentation on immigration; “the myths and facts” as well as a broad perspective on 287g; “the intent and results”

East Side Seniors
The East Side Seniors next meeting will be April 23 at 1:00 at The American Legion Post on Main St. in Wynantskill. All meetings are preceded with the Pledge to the Flag and a moment of a silence.
Starting in JUNE, ALL MEETINGS WILL BE ON THE 2nd TUESDAY FOR THE SUMMER MONTHS.

In recognition of April’s Sexual Violence Prevention Month, the Rensselaer County District Attorney’s office collected stuffed animals to be packed in We Care Bags or “survival kits” for Albany Med’s sexual assault forensic examiners’ program. Castleton National Guard Soldier Receives New Rank, New Responsibilities
LATHAM, NY — Major General Ray Shields, the Adjutant General for the State of New York, announces the recent promotion of members of the New York Army National Guard in recognition of their capability for additional responsibility and leadership.
James Valk from Castleton, N.Y. and assigned to the Headquarters and Support Company, 42nd Infantry Division received a promotion to the rank of Sergeant First Class.
Army National Guard promotions are based on overall performance, attitude, leadership ability, and development potential.
These promotions additionally recognize the best qualified Soldiers and attract and retain the highest caliber Citizen Soldiers for a career in the New York Army National Guard.

Sand Lake’s Memorial Day Parade Getting Organized and Invites You to Join In Plans for the 2019 Sand Lake Memorial Day Parade and Ceremony are underway.
In an effort to attract more participation, and attendance this year, we encourage all interested civic organizations, businesses, churches, community and youth groups and individuals to participate in this year’s parade.
This year’s parade theme is the 75th Anniversary of the D-Day landings on the Normandy Beaches. Following American campaigns in North Africa and Italy, the D-Day landings were the start of the final battles to free Europe from German control and remove the Nazi Party from power in Germany.
This year’s Sand Lake Memorial Day Parade will be Monday, May 27, at 10:00 am. The Parade route is from Averill Ave. in Westfall Village to the Sand Lake Veteran’s Memorial Park on NYS Route 43. Ceremonies will begin at about 10:30 in the Park.

Happy Spring to all Sand Lakers! Town Hall has been busy over the past month.
Seven engineering firms submitted bids for the Second Dyke Culvert Design Services RFP. The bids are now being carefully evaluated. We anticipate an award being made at our April 24th Workshop meeting. The project is still on track to start in October.
I am excited to announce that the American Red Cross and the NYS Division of Homeland Security and Emergency Services will be presenting Citizen Preparedness Training here at the Sand Lake Town Hall on Tuesday, April 30th, from 6:30-8:30 pm. Citizen Preparedness Corps training provides a comprehensive overview of how to prepare for, respond to, and recover from natural and man-made disasters most common in New York State. We encourage all citizens to attend. The training is free of charge.
We continue to work with interested citizens regarding a Dog Park. Our next meeting is Tuesday, May 7th, at 6:30 in the Town Hall Boardroom. We are reaching the point where a division of work effort is necessary, and committees need to be formed. Please plan on attending this important meeting. We have a core group of very enthusiastic people.
Butler Park and the Town Beach are the two primary recreation areas in our town. To ensure we are spending money wisely, we are forming a Butler Park/Town Beach Advisory Committee. We are looking for committed, enthusiastic individuals who can meet twice monthly to review Park and Beach plans, establish development and spending priorities, obtain costs associated with suggested improvements, and make recommendations to the Town Board for consideration in our 2020 Budget. We would like the members of this committee to represent as many demographics as possible. Prior town involvement is not a prerequisite; in fact, we sincerely hope people with no prior experience will apply. This is a great way to become part of our town’s decision-making process and positively impact two important recreation resources for our town. We will consider applications through April 19th. Volunteer Trail Blazers Needed for Town of Sand Lake
Work on the third walking path for the Town of Sand Lake trail is set to begin on Saturday, May 4, 2019, from 9 am to 12 noon. Volunteers are needed to assist in the clearing of the site. Bring a pair of hedge clippers, hand saw, work gloves, rake, and a friend and join in “blazing a path.”
The Environmental/Open Space/Recreation Committee of the Town of Sand Lake, Town Planning and Oversight Committee, and Town Board will greatly appreciate all assistance to this project. For questions, please contact Chair John Sniezyk at jsniezyk@nullverizon.net.

Annual Meeting of Woodside 56 Road Cemetery
The Woodside 56 Road Cemetery Annual Meeting will be held on May 7, 2019 at Union Gospel Church Hall on Plank Road of East Poestenkill at 7:00pm. All lot owners and their families are welcome to join. Election of officers will be held, and financial business will be conducted. Our cemetery is a not for profit organization and is funded solely from contributions. April 2019 Legislature update
During the April meeting of the Legislature, a resolution opposing the passage of the Farmworkers Fair Labor Practices Act passed by a 13-4 margin, with members of the minority voting against it. Majority Leader Ken Herrington, of Herrington Farms, spoke about the devastating impact this Act would have on NYS dairy farmers. Dairy farmers in NY don’t set their own milk prices and are forced to compete with neighboring states with much lower labor costs. For example, farmers in Pennsylvania receive the same rate for their milk, but the minimum wage there is $7.25/hour. The additional labor costs to our New York farmers would be crippling to them. Legislator Charles Peter, also a farmer, spoke passionately about how this proposed law would hurt family farms that are already struggling to keep their farming operations going. Peter noted that this law could increase labor costs to farmers by more than 17%.
Legislator Jeff Wysocki is also a farmer and he noted that over the last twenty years, Rensselaer County has lost more than 65% of its family owned dairy farms, and this law could force those that remain to close.
The Assembly and Senate sponsors of this law represent Long Island and have scheduled 3 public hearings, but the closest one to us is two hours away. The Legislators urge the supporters of this law in the NYS Assembly and Senate to come to Rensselaer County and listen to our local farmers.
In other news, Chairman Mike Stammel was joined by Legislators Tom Grant, Robert Loveridge, and Scott Bendett as they honored the many volunteers at the Van Rensselaer Manor Volunteer Appreciation Luncheon. This year, Dolores Long, John Decetise, and the Tamarac Middle School Kids Care Program were honored for the volunteer efforts at the Manor. We are grateful to the staff and the volunteers of the Van Rensselaer Manor, it is one of the jewels of Rensselaer County.

Electric Car Charging Station
North Greenbush Police Lieutenant Gregory Croll, Tobi Saulnier, North Greenbush Councilwoman Mary Frances Sabo, Head of School Dr. Susan Kambrich, Jason Allen, and Patrick Cartwright were on hand for the ribbon cutting of the Electric Car Charging Station at Woodland Hill Montessori School. The charging station was recently installed for the parents of WHMS who drive electric vehicles. Presently, there are 15 parents and board members at WHMS who own electric vehicles.
Norton Cemetery Association Annual Meeting
The Norton Cemetery Association, Nortonville Road, Pittstown, NY will hold its Annual Meeting on Monday, May 13, 2017, at 7:00 pm at the Pittstown United Methodist Church.

Maurice Catel IV, promoted to Captain in the New York Army National Guard
LATHAM, NY — Maurice Catel IV, born in Troy and now a Wynantskill resident and veteran of the Iraq war has been promoted to Captain in the New York Army National Guard.
Catel was promoted by Lt. Col. Gurpreet Singh, commander of the Headquarters and Headquarters Battalion under the 42nd Infantry Division in a ceremony held on Thursday, April 11, 2019, at the 42nd Infantry Division Headquarters in Troy, N.Y.
Catel, currently a full-time member of the Army National Guard has been serving as the Headquarters and Headquarters Battalion logistics officer.
Catel has been in the military for over 19 years and commissioned into the New York Army National Guard in 2013 after completing Officer Candidate School. He served 13 years as an enlisted soldier prior to commissioning.
He has served as platoon leader and executive officer for Echo Company, 427th Brigade Support Battalion.
Catel has served two tours in Iraq. In 2004, he was deployed as an Infantryman; and in 2008, he was deployed as a UH-60 Blackhawk crew chief.
He holds a Bachelor of Science from SUNY Empire State College and a Master’s in Public Administration from Marist College.
His awards include; the Combat Infantry Badge, Aviation Badge, Air Medal, Army Achievement Medal, National defense Medal, Iraq Campaign Medal, Global War on Terrorism Service Medal, and the Global war on Terrorism Expeditionary Medal
In his civilian life, when he is not working full time for the New York Army National Guard, he is a police officer with the New York State University Police.
Catel and his wife, Kateri Rhatigan, live in Wynantskill, N.Y. and have one son.
Town of East Greenbush Memorial Day Parade
The Town of East Greenbush in collaboration with the Melvin Roads American Legion and the East Greenbush VFW are busy planning the annual Memorial Day Parade. Student Works Showcased in Fourth Annual Digital Media Exhibition at HVCC
Hudson Valley Community College’s Department of Fine Arts, Theatre Arts and Digital Media announces the opening of “Pulse 4,” the year-end exhibition by students enrolled in Digital Media programs. The exhibition is on view in the college’s Teaching Gallery from April 26 – May 4.
The exhibition is celebrated with an opening reception and awards ceremony from 5 to 7 p.m. on Friday, April 26, in the Teaching Gallery, located on the ground floor of the Administration Building on the Troy campus. The reception and exhibition are open to the public, free of charge.
“Pulse 4” features class work in drawing, photography, two-dimensional design, video art, digital imaging, animation, and web-based and interactive media completed during the summer 2018, fall 2018 and spring 2019 semesters. The college’s Digital Media program offers either an Associate of Science degree or certificate and prepares students for further study or immediate employment in digital media fields.

A new Senior Scholarship Award has been made official as the Averill Park Central School District Board of Education approved the Sharon Lawrence Scholarship, effective for the 2019-2020 school year. Anyone who wishes to contribute to this scholarship can do so by writing a check out to APCSD, putting the name of the scholarship in the memo section. Checks can be delivered to the District Office or the main office of any school building.
Congratulations to Blake Benyo, Brooke Davies and Morgan Hindes for becoming published authors! The West Sand Lake Elementary fifth graders submitted entries into a writing contest and were selected to have their work be a part of “Spooky Sagas”. The students were presented with their own copies recently.
Grace Faragon, Isabelle Relyea, Christian Romer and Jason Strickland performed in the Concertino Winds recital at Bethlehem Middle School and did an outstanding job representing our school and music program!

Columbia High School and Siena College Sign Early Assurance MBA Agreement
Jeff Simons, Superintendent of Schools for East Greenbush Central School District, signs an Early Assurance MBA Program agreement with Siena College in the Columbia High School library.
A new agreement with Siena College will allow Columbia High School students to apply for admission to an Early Assurance Program as early as the 10th grade. After meeting the course requirements at Columbia, students will have the opportunity to enroll at Siena on pace to earn a bachelor of science in business degree, then a master of business administration, all within four years.
“This new partnership with Siena College provides just what we’ve been looking for and what our students need,” Superintendent Jeff Simons said. “This arrangement provides a seamless pathway that begins in high school and leads to a Master’s Degree from an exceptional college and an exciting career in business. This is a win-win for our district, the college, our students and our families!”
This agreement with Siena follows East Greenbush Central School District’s emphasized focus on college and career preparation. The district has added more college-level courses in recent years, now totaling 22 college-level courses. It also added a new diploma certificate program in Business Administration last summer and formed a new Business Advisory Council with local colleges, businesses and industry leaders to review employment trends, examine skills needed for success and develop strategies to inform students and parents of post-graduation opportunities.
mma Woolley Inducted into Phi Alpha Theta History Honor Society
POTSDAM, NY — Twelve SUNY Potsdam students were recently inducted into Phi Alpha Theta, the national historical honor society, in a ceremony held on March 29 at Trinity Episcopal Church in Potsdam.
The inductees included Emma Woolley of Cherry Plain, NY.
In order to be inducted into the College’s chapter of Phi Alpha Theta, students must either major or minor in history and complete a total of 12 credit hours, as well as having an overall grade point average of at least 3.0, and a history GPA of 3.1 or higher.
East Greenbush CSD Named a Top Workplace for 2nd Year in a Row
For the second consecutive year, East Greenbush Central School District was named a Top Workplace by the Times Union. The district was one of only 10 Capital Region organizations to be recognized as a Top Workplace in the large employer’s category (300+ employees) and the only school district included in the publication.
The Top Workplaces list is based solely on employee feedback gathered through a third-party anonymous survey administered by Energage, LLC, a leading provider of technology-based employee engagement tools.
Superintendent Jeff Simons congratulated all district employees in an email, and said in part, “This accomplishment is due to the investment and caring you bring with you to work each day in service to our students. Being honored as a Top Workplace again this year is also a reflection of the strong sense of community and teamwork among our staff and the caring that exists between our staff, students and families.”

Dunham Hollow-West Stephentown Scholarship available to APCSD resident
The scholarship committee announces the availability of the Dunham Hollow-West Stephentown Scholarship.
The scholarship is in memory of Frank Johnson. It is open to anyone (graduating senior, post-graduate, or adult wishing retraining) living within the boundaries of the Averill Park School District and has been accepted to a trade or vocational school.

Town of East Greenbush Seeks Spotlight on Youth Nominations
The Town of East Greenbush Community and Recreation Department is seeking nominations for our Spotlight on Youth Awards for 2019. We are searching for youth ages 11-18 who consistently give back to our community through volunteerism or by continually exhibiting positive character traits such as kindness, citizenship, respect, and responsibility.

Poestenkill Seniors
Weekly meetings every Tuesday at 1pm at the Sullivan-Jones Post in Poestenkill. All seniors are welcome. Coffee and refreshments are served after the meeting, followed by Bingo and cards. The hall is handicapped accessible with sufficient parking. The Poestenkill Seniors have catered lunches, pizza, clam steams, fish fries and luncheons at various restaurants, informational talks on senior safety and bus trips to casinos, theaters and other points of interest.

Only Village of Nassau registered voters are eligible to apply. The Zoning Board meets on an as needed basis and typically meets anywhere between 4-6 times per year.
Responsibilities of the ZBA include decisions related to:
1) Applications for special permits
2) Applications for area or use variances
3) Review of appeals from determinations made by the Code Enforcement Officer
Candidates should be willing to become familiar with and knowledgeable of the following:
* Village of Nassau Codes
* State Environmental Quality Review Act (SEQRA)
* Other applicable Federal, State, and local laws and regulations
(Open Meetings Law)
* Hosting public meetings and be comfortable in public speaking
As required by the New York State Department of State, Zoning Board of Appeals members are required to complete four (4) Professional Development Hours per year in order to continue their appointment on the Board. Cost associated with training is provided for by the Village of Nassau.

Beryl Moul Scholarship- Available to apply- Graduating Seniors
The Beryl H. Moul Memorial Grange Scholarship was established in 1958 by West Sand Lake Grange #949 in memory of prominent Grange Member Beryl H. Moul. Applicants must be graduating high school in 2019, Rensselaer County residents (for at least 4 years), be accepted in an accredited 2 or 4-year college program in New York State and pursuing a career in agriculture, home economics, nursing, natural resource management, environmental engineering or pharmacology. The application deadline which includes an official High School transcript is May 1st, 2019. EGCSD Announces School Budget Meeting Schedule

Wynantskill UFSD- Register Kindergartners Now for 2019-20 School Year
Parents of children who will attend kindergarten at Gardner-Dickinson School in the fall are encouraged to register their children now. Your child must be 5 years old by Dec. 1, 2019 to attend kindergarten in September.
To register, parents are asked to call Ms. Fazioli at 518-283-4600 ext. 10, between 8:00 a.m. and 3:00 p.m., Monday through Friday.

Sheriff Patrick Russo Announces Membership Drive
The New York State Sheriffs’ Institute will begin its annual Honorary Membership drive in Rensselaer County according to Sheriff Patrick Russo.
The New York State Sheriffs’ Institute was established in 1979. It is a not-for-profit corporation, tax exempt organization, and contributions to the Institute are tax deductible.
While the Sheriff’s Office is a unit of county government, many of the concerns of Sheriffs and other law enforcement agencies are best addressed on a statewide level. The Sheriffs’ Institute provides centralized training programs and services for all Sheriffs’ Offices, where those programs and services would be unavailable or impractical on a single county basis.
The flagship program of the Sheriffs’ Institute is the Sheriffs’ Summer Camp for economically challenged children. The Sheriffs’ Camp, in its 42nd year of operation, is located on Keuka Lake and 840 children from across New York State attend each summer. The Sheriffs’ Institute pays the entire cost of the camp stay and transportation. Most children attending wouldn’t otherwise have an opportunity for vacation travel or a summer camp experience.
“In these difficult economic times we cannot forget our youth who will not have the opportunity for a summer camp experience or a summer vacation,” Sheriff Patrick Russo said. “By becoming an honorary member, you are supporting the Sheriffs’ Summer Camp for economically disadvantaged children.”
In addition, the Sheriffs’ Institute operates a scholarship program that provides one scholarship to each of New York State’s Community College’s Criminal Justice Programs. This program is designed to help attract the best and the brightest to the criminal justice vocation.

Through an arrangement with Six-Cent Redemption, behind Starbucks in Hannaford Plaza, SALT will receive six cents for every container you donate to the cause. Simply drop off your containers and say, “These are for SALT.” No need to wait or feed cans into a machine.
SALT is a 13-year-old not-for-profit which manages 60 acres of land open to the public for passive recreation. Access to the property is from Thoroughbred Dr. off Palmer Rd. SALT’s biggest expense is insurance.

National Arbor Day is Friday, April 26, this year, and the Arbor Day Foundation is making it easy for anyone to celebrate the annual tree-planting holiday. Join the Foundation in April and receive 10 free shade trees.

Town of East Greenbush Spring Clean Up
The Town of East Greenbush will begin Spring Clean Up on Monday, April 15, 2019, and continue for the next 3 Mondays. April 22, 29, and May 6. Due to unforeseen circumstances if leaves are not picked up on Monday, the crews will continue to canvass throughout the week.
Please bundle all brush into 4’ long bundles, and leaves must be in biodegradable bags. Please place all items on edge of the road. Do not place bags of leaves or bundles of brush on pavement, or in front of culverts, or on top of catch basins.
If you miss these dates, you may bring the bags to the Transfer Station with proof of address and they will gladly take them.

Annual Pick Up Litter in the Village of Nassau Day
The Village of Nassau is sponsoring its annual pick up litter in the Village of Nassau Day on Saturday, April 27. Teams of volunteers will meet at the Village Hall at 40 Malden St. at 9am. Participants will be assigned a specific area of the Village to pick up. All ages welcome. Dress accordingly and be sure to bring gloves. Sand Lake Summer Day Camp!!
The Town of Sand Lake is Happy to Provide a Summer Day Camp program for 5 weeks during the summer. The Summer Camp will be located at the Miller Hill Elementary School from July 8th through August 9th. The Summer Camp is open to children entering 1st grade in the fall through children entering 7th grade. This year’s Summer Camp will provide both regular and extended hours. Families may sign up for the weeks that they choose. Registration is open until June 1st. In order for camp to run and be fiscally responsible, we will need a certain amount of kids to sign up.
- Regular Hours- 9:00 am to 3:00 pm -$120 per week
- Extended Hours-7:30 am to 5:30 pm- $150 per week

Village of East Nassau Appointments
At the April 1, 2019 Organizational Meeting recently elected Thomas Kernan and Jeffrey Root were sworn in as Village Trustees each for a 2-year term expiring in 2021. Lydia Davis and Michael Lever continue their terms as Village Trustees through March 2020.
In addition, Mayor Adam Acquario made the following appointments, with village board approval, for one-year terms: Lydia Davis as Deputy Mayor, Paul Bullock as Code Enforcement Officer, Doris McCarthy as Treasurer and Tax Collector, Diane Maguire as Village Clerk, Joseph Catalano, Esq. as Village Attorney, Michael Dorr as Public Works Superintendent, Kevin Warner as Deputy Public Works Superintendent, Thomas Kernan as Village Historian, Mitchell Levinn as Webmaster for the village website, Nancy Clement as Chair of the Senior Advocacy Committee along with Edward Peplowski and Elizabeth Romeling as committee members.
Greta White was re-appointed as chair of the Zoning Board of Appeals and Sharon McArdle was re-appointed to the Zoning Board of Appeals for a term expiring in 2023. Susan Shapiro was appointed to the Ethics Board for a term expiring in 2023 and John Atchinson was re-appointed to the Ethics Board for a term to expire in 2023.
Village Board meetings are held the second Wednesday of each month starting in May 2019 held at the Hoag’s Corners Ambulance Building on Town Garage Road at 7:00 PM. Your attendance at any of these meetings is most welcomed.
EGCSD Board of Education Adopts Proposed Budget
The East Greenbush Central School District Board of Education adopted the proposed school budget for 2019-20 at its public meeting on April 3 in the Citizen Genet Elementary School auditorium. It will be voted on by district residents on Tuesday, May 21.
The proposed budget totals $95,925,684, an increase of 1.76% from last year.

The Leo B. Clement/ Poestenkill Library Scholarship of $500 is ready to be claimed by a High School Senior who is a resident of the town of Poestenkill. The student, from a public, private or home school must be planning to attend a two or four-year college after graduation.
A 500-750-word essay based on the applicant’s love of reading is due by May 31, 2019. No specific font or spacing is required. Applicant’s name should not be on the essay page since the judging is done solely on the content of the essay. A cover sheet must be attached which includes: applicant’s name, address, phone #, High School currently attending (or equivalent) and College attending in the Fall.
