Rensselaer County Legislature Office of the Minority

August meeting highlights:

Local Law: This month, the Legislators unanimously passed amendments for a local law establishing a one year moratorium on solid waste management facilities. The amendments will see the environmental protections extended to other tributaries and drinking water sources throughout the county.

Early Voting: The Republican majority defeated a resolution to establish an Early Voting site, in the City of Troy, in committee which derailed it from making it to the floor for a vote of the full legislature. The city of Troy has the greatest population of residents that rely on public transportation, among them the elderly, poor, minorities and students. With selected early voting sites in Brunswick (a 2 mile walk from the CDTA bus stop) and Schodack (no bus service from Troy) residents, representatives from civic organizations, and elect officials, who attended this month’s Public Forum, voiced their concerns on the perception of voter suppression and asked for reconsideration.

Health: The Rensselaer County Legislature passed a resolution authorizing the distribution of computer tablets and laptops for the Rensselaer County Department of Health to help fight the opioid epidemic. The new technology will enhance the department’s capabilities to collect accurate data. The data will then be processed to aid the battle against the opioid epidemic.

The Legislature also unanimously passed a resolution to create the position of Lead Risk Assessor. The State Legislature passed a law to lower the blood lead level in children and this new position will ensure that those new standards are met, keeping the children of Rensselaer County healthy.

Youth: The Legislature passed a resolution to have the Department of Youth and CDTA enter into an agreement that will provide transportation for members of the Boys and Girls Clubs to Grafton State Park. With the absence of swimming pools, this will provide a place for the children of Troy to swim and find relief from the heat.

NEXT MEETING – Tuesday, September 10, 2019 in the Rensselaer County Chambers located on the 3rd floor of the Ned Pattison Government Center, 1600 7th Avenue, Troy.

Rensselaer County Legislature Majority August Report

The Rensselaer County Legislature held its monthly meeting on August 13th at which time they amended the Local Law that created a One year moratorium on the establishment of solid waste management facilities in Rensselaer County. The original law impacted only those communities within one mile of the Hudson River. The amended law broadens the prohibition to include facilities that “process, dispose of, combust, gasify, or transfer solid waste for the purpose of disposal, use as a fuel product or transfer to a facility in Rensselaer County or outside the County…” The amended law extends the moratorium from within one mile of the Hudson River, to now include sites within one mile of the Tomhannock Reservoir and its tributaries, and any tributary of the Hudson River.

The Legislature will solicit input from residents, businesses, and municipalities during the moratorium period and use the information to formulate any further recommendations or restrictions. The local law, introduced by Chairman Michael Stammel of Rensselaer, has a lot of broad community support and was adopted and amended unanimously.

The Legislature also accepted $200,935 in grant funding from NYS to offset the implementation costs of the newly mandated early voting law. The bipartisan Rensselaer County Board of Elections selected Brunswick and Schodack as the County’s early voting sites. During the Legislature’s open public forum, several Troy residents asked for an early voting site to be placed in Troy. Unfortunately, neither the Legislators that represent Troy, nor their elections commissioner, were able to find a suitable location in Troy to accommodate the 10 day early voting period.

As work on the Albany-Hudson Electric Trail through our county progresses, it is now approaching East Greenbush. The trail will utilize Sherwood Avenue in East Greenbush. Sherwood Avenue is a County roadway that is in need of paving and other improvements that weren’t included in the trail plans. After meetings with County Executive McLaughlin and his staff, representatives of the project, East Greenbush officials, and Legislator Tom Grant, we were pleased to accept $240,000 from the Greenway Conservancy to undertake the improvements at no cost to the County.

Attention Dog Owners in the Town of Schodack

Leash length is reduced to 6 feet when walking within the Town Park.

To obtain a dog license, a copy of the current Rabies Certificate, which must be valid for more than 30 days prior to licensing and must be signed by a licensed veterinarian, and proof that the animal has been altered, must be provided. The cost for a spayed/neutered dog is $7.00 and an unspayed/ unneutered dog is $15.00. One tag is issued for the lifetime of the license; however, in the event of loss, it can be replaced at a cost of $3.00. A renewal letter will be sent on an annual basis, based upon the anniversary of the license.

It’s the Law!

New York State Law requires that all dogs to be licensed annually. The State requires that all Town Clerks’ office process them in their local municipality. Before a license can be issued or renewed, current proof of rabies vaccination must be provided. The NYS Dept of Agriculture & Markets & NYS Health Dept. requires all dogs FOUR months of age or older to be vaccinated for rabies. This information is crucial for the general public’s well-being. The Town of Sand Lake does have a Leash Law. In addition, if your dog is lost, stolen or dies, New York State law requires you to notify the Town Clerk’s Office. Failure to comply with this law can result in court appearance tickets. Unlicensed dogs are subject to seizure on or off the premises of the owner under Art. 7 117(b). Check the Town’s website for additional information regarding the Town’s Dog Laws. For more information call Barbara Biittig, Sand Lake Town Clerk @ 518-674-2026 ext 122 or Animal Control Officer @ 518-477-8230.
